In the past, how did "other" scholarships work??

I know that the Alabamas of the world would give a tennis scholarship to a great football player WHICH was stopped. I guess the fact that the Ivy's give the same to all students keeps them away from any sanctions BUT that can be easily abused if they wanted a world class team in a particular sport.
